              WHEREAS, the Michigan Department of Natural Resources recently announced that the City of Port Huron has been chosen to receive a 2016 Recreation Passport Grant (RP-16-0110) for the purpose of constructing a pavilion, 6’ access walkway, ADA picnic tables, recycle bins and native plantings as improvements to Lakeside Park; and

 

              WHEREAS, the grant award is in the amount of $45,000 and as part of the grant application, the City Council agreed in March 2016 to provide a local match of $35,000 from the City’s resources that include, but may not be limited to, St. Clair County Parks and Recreation annual millage allocation and local donations;

 

              NOW, THEREFORE BE IT RESOLVED that the Port Huron City Council does hereby accept the terms of the Development Project Agreement, as received from the Michigan Department of Natural Resources under the 2016 Recreation Passport Grant Program (RP-16-0110), for the purpose of constructing a pavilion and related improvements at Lakeside Park in the amount of $45,000 with a local match of $35,000; and

 

              BE IT FURTHER RESOLVED that the City of Port Huron does hereby specifically agree, but not by way of limitation, to the following State requirements:

 

a)              Maintain satisfactory financial accounts, documents and records, and to make same available to the State for auditing at reasonable times

b)              To construct the project and provide such funds, services, and materials as may be necessary to satisfy the terms of said Agreement

c)              To regulate the use of the facility constructed and reserved under this Agreement to assure the use thereof by the public on equal and reasonable terms

d)              To comply with any and all terms of said Agreement including all terms not specifically set forth in the foregoing portions of this Agreement; and

             

              BE IT FURTHER RESOLVED that the Port Huron City Council does hereby authorize the Director of Parks and Recreation, a position currently held by Nancy Winzer, to execute all necessary documents related thereto and to act as the project coordinator and authorized representative for this project.
